A. Well Alex, the build you listed isn't good for gaming also due to the fact that it has a crappy GPU.
Decent computer is very subjective, it depends on the user's intended tasks. But for a gamer, a decent computer is a GAMING BUILD that is at least capable of playing all games on mid settings with good FPS on a lower resolution like 1366 x 768 or 1280 x 768, thus this type of GAMING PC is called an ENTRY LEVEL GAMING PC.
basically, here are the parts of an entry level gaming PC:
I3-2120
4 gb RAM DDR3 1333 mhz
H67 mobo
500 gb HDD
HD6670 GDDR5
Casing
500W branded PSU (OCZ)
DVD writer
usb keyboard and mice
monitor (1366 x 768 resolution)
windows 7
As far as I know, these parts would be around $700-$800.

A. Gaming computer: $494 total, $9 shipping (free shipping on most pieces), and not counting a $25 rebate on the video card.
