I have 3gb ram and core 2 duo processor, i played gta 4 and it was really slow, since gta 4 has many bugs i thought it could be because of that and since mafia 2 has been released i asked my friends and they said it wont work on my computer because i dont have the required graphics card, i mean why doesnt it play and does graphics card affect performance and how?

Yes a graphics card will greatly effect preformance of games like GTA 4 because you need a graphics card to output the correct number of pixels to display the image and if you dont have a high enough card it will blur, tear, or lag (slow down) the image and in some cases not allow it to be shown and crash.
